Rob Willis focuses his practice on representation of oil and gas clients before regulatory bodies on a variety of issues. Rob led the Colorado regulatory practice groups for two law firms where he obtained field development authority and pooled interests for a variety of projects on behalf of operators. He also assists clients facing the imposition of rule violations before regulatory authorities. Rob is presently licensed to practice law in Colorado and Wyoming (pending).
Rob graduated from the University of Wyoming with a B.S. in Petroleum Engineering in 1984 and went to work as an engineer where he gained valuable experience in drilling, completion, production, and property evaluation in the San Juan and Anadarko basins. He returned to Wyoming and obtained his J.D. in 1991. He worked at the Colorado Oil and Gas Conservation Commission as Hearings Manager, Enforcement Officer and Hearing Officer and was on staff through numerous rulemakings, including the 2007-08 comprehensive redraft of COGCC rules.
